The latest edition of our flagship monthly publication, the Horn Review Magazine, explores the current dynamics defining the Horn’s political and security landscape.

A legal analysis argues that Eritrean forces advancing up to 60 kilometres into Tigray meet the threshold of armed attack, giving Ethiopia a lawful basis for self-defence under Article 51.

Calls for symmetrical de-escalation, another contributor contends, obscure the original aggression and leave Eritrean forces in forward positions.

Egypt’s offer of troops to Saudi Arabia emerges as a transaction shaped by Suez revenue losses and maturing Saudi deposits. Isaias Afwerki’s long-deferred ambition over Ethiopian politics now exposes a regime weakened by conscription and economic isolation, one essay warns.

The Houthi and al-Shabaab partnership, according to a fifth piece, threatens an asymmetric maritime front on both shores of the Gulf of Aden.

A study of the African Union Commission asks whether Mahmoud Ali Youssouf’s networks have produced an uneven geography of urgency.

The closing essay holds that Eritrean incursions have carried the northern crisis across the inter-state threshold, and that Article 51 reaches its source in Asmara.
