The @_AfricanUnion Peace and Security Council (PSC) has expressed deep concern over the escalating tensions between the Democratic Republic of Congo (DRC) and Rwanda, strongly condemning the attacks by the M23 rebel group. These assaults have led to tragic loss of life, injuries, and widespread displacement, particularly affecting vulnerable groups such as women and children. The PSC has made it clear that those responsible for these acts of violence will be held accountable for their actions.

In addition to the violence perpetrated by the M23, the PSC also raised alarms about the activities of other armed groups, including the Allied Democratic Forces (ADF) and the Democratic Forces for the Liberation of Rwanda (FDLR). These groups have further exacerbated the insecurity and humanitarian crisis in eastern DRC, where civilians are increasingly caught in the crossfire of these ongoing conflicts. The Council called for an immediate end to the violence by all such groups, urging them to disband and lay down their arms unconditionally.

The PSC issued a strong demand for the M23 to withdraw from occupied regions such as Minova, Sake, Goma, and other key areas in the DRC. The ongoing presence of the M23 in these areas has not only destabilized the local environment but also contributed to a broader regional insecurity. Alongside this, the Council also called for the expulsion of all foreign armed and terrorist groups operating in the DRC, stressing the importance of restoring the country’s sovereignty and territorial integrity.

The PSC also unequivocally condemned any form of foreign military support being provided to the M23 and other armed groups operating in the region. The Council emphasized the need for all external support to cease immediately and called for the withdrawal of any foreign forces involved in the conflict. The involvement of foreign entities in fueling the conflict has worsened the security situation and hindered efforts for a peaceful resolution.

The PSC commended the diplomatic efforts of H.E. João Manuel Lourenço, President of Angola, who has been working as the Chair of the International Conference on the Great Lakes Region (ICGLR) and AU Champion for Peace and Reconciliation. His role in facilitating dialogue between the DRC and Rwanda has been crucial in fostering cooperation and pushing for peace talks. The PSC encouraged both nations to continue to engage constructively in these dialogues, emphasizing that peace and reconciliation efforts must remain a priority for both parties.

This ongoing crisis highlights the significant challenges faced by the African Union in addressing regional conflicts, especially those involving multiple armed groups and foreign intervention. The PSC’s stance reinforces the importance of multilateral diplomacy, the rule of law, and respect for state sovereignty in resolving such conflicts. It also underscores the need for a united regional response to prevent further escalation and ensure long-term stability.

The humanitarian suffering in eastern DRC continues to worsen, and the PSC’s call for immediate action is a critical step in bringing about peace. However, achieving a lasting solution will require the active involvement of all parties, not just in ceasing hostilities, but also in rebuilding trust and fostering reconciliation. Only through comprehensive efforts can the region hope to see stability and lasting peace, and the PSC remains committed to supporting these goals.
